Dr. John W. Bebout received his Ph.D. from The Pennsylvania State University in geology and stratigraphic palynology. After graduation, he accepted a position with the U.S. Geological Survey where he conducted biostratigraphic research on the Atlantic Outer Continental Shelf and published numerous papers on the oil and gas potential of the 3 major basins, biostratigraphic zonations of the sediments and new species of dinoflagellate. Dr. Bebout later served in various management positions in the Survey, including Chief, Scientific Projects Staff.
In the 1980s, Dr. Bebout transferred to the Bureau of Land Management (BLM) in the Department of the Interior. While with the BLM, and working closely with Congress, Dr. Bebout wrote numerous regulations, including those for known geologic structures, heavy oil royalty rate reductions and stripper property royalty rate reductions. He also participated in the redesign of the geothermal regulations required by passage of new energy-related laws.
Dr. Bebout held numerous technical and supervisory positions with the BLM, from Senior Technical Specialist for Oil and Gas through Deputy Director of the National Energy Office. In the latter position, he was responsible for the implementation of more than 200 initiatives outlined by President Bush’s National Energy Policy. The initiatives involved both fossil fuels and renewable energy. Dr. Bebout’s final position with the BLM was as National Manager for the Geothermal Program.
Dr. Bebout founded Bebout and Associates in 2006 for the purpose of developing renewable and alternative energy resources which leverage existing infrastructures.
